16. Faith and Temples
Faith may be honored, but it does not command Dhurza. No god, priest, omen, prophecy, ancestor, or divine claim stands above the Throne. Temples may serve the people and the Empire, but piety used against imperial command becomes disobedience. Dhurza will not be pawns to powers that seek to corrupt, control, or destroy the Empire.
17. Accusations and Judgment
Complaints and accusations belong before officers, magistrates, the War Ministry, the Throne, or those appointed to hear them. Evidence, witnesses, rank, duty, intent, and harm may all be weighed. False testimony, hidden evidence, bribery, and accusations made to weaken rivals rather than serve Dhurza may themselves be punished.
18. Sentence
Sentence exists to preserve the Empire. Punishment may include warning, public correction, fine, confiscation, restitution, loss of privilege, loss of rank, imprisonment, forced labor, exile, execution, seizure of House assets, military reprisal, or any judgment imperial authority deems necessary. Mercy is a privilege of strength, not an obligation.
