Dragon Council/Conclave Rules:

1) To be in Dragon form you must be in wide open spaces, examples forest, lakes, seas, deserts, etc. No exceptions to this rule will be allowed without the express approval of the Dragon Council.

2) Dragons are not to fight in True form (Dragon form) unless directed to do so by the Dragon Council.

3) Once adulthood is reached, a Dragon may seek out the Council to get approval to make a home somewhere in the world or among the clouds. The Council will keep records on where dragons make their lairs to avoid overlap and conflict over territory. Dhurza territory is off limits as to being claimed by any Dragon.

4) Dragons are forbidden to kill other Dragons. If a dispute needs handling, the Dragons may pick a Champion to fight in their stead.

5) Dragons can have playthings, concubines, pets of the lesser races, but they are forbidden from 'marrying' mortals, trying to breed with them, or sharing secrets of Dragonkind with them. This includes which dragons rule which territories, conflicts among dragons that are not openly obvious, and other such information. Penalty for such is severe, and can be discussed at a later date.

6) What the Council decrees is law. It is to be obeyed or one shall suffer the consequences.

7) The Dragon Conclave is comprised of the eldest, most powerful dragons that walk Tirradyn. Their word supercedes that of the most ancient wyrms on the Council. They are to be obeyed without question.
