Government:
After the defeat of the Elder who ran the Galdu tribe with an iron fist, it was deemed a necessity for one ruler to also be governed by a council. This council is comprised of each individual tribe that has since joined the Mulduri Tribe. With an Alpha at the lead which oversees the council, the council itself is made of one individual from each tribe that has joined their nation. Each council member is afforded their own delegations to help oversee matters that need tending to within their respective groups. In this, the government of the Mulduri is more complex than traditional rawulf tribes. However, it is still led by the alphas of the Mulduri tribe who oversee the council overall. The council, in turn, keeps a checks and balance to voice the needs, wants, and complaints of their respective groups within. Votes thereby are cast by the council and the Alpha, or Alphas, in unison to determine the way forward for the tribe at large.
While the alpha (or alphas if married) does have great control over the tribe at large, the council still votes. If the votes of the council at large outweigh the singular motive of the alpha(s), then the votes of the council are taken to value.
Alpha - The "alpha" of the tribe is the singular leader of the tribe at large. However, should the alpha marry, then their spouse is also seen as a secondary ruler with equal power as the current ruler.
Council - The "council" is comprised of the tribes that have since joined the greater tribe known as the Mulduri. In this, it allows traditions and values to remain intact while still ensuring a progressive mindset for the betterment of all rawulf kind at large. The way of the Mulduri is not to destroy the heritage of their kind, but rather cultivate and ensure prosperity, cooperation, and unity.
Delegates - Each council may have individuals under them they wish to "delegate" power to. While they do not have direct influence in votes, word of law, or power of any sort, they can assist the council members in ensuring the will and word of law is known, understood, and heeded. As each individual from each of the tribes within the Mulduri understand their people best, this way of leading seems to help ensure the prosperity and control globally. No matter the location of each, individual sect.
Legal System:
The word of the alpha(s) and that of the council, is law. As this is the law of the people. Not all crimes are met with swift, brutal punishment without due process. In this, evidence is brought forward to delegates and overseen by at least one councilor; or even the alpha(s) if the crime is severe enough.
Lesser matters such as minor disputes are often brought to the council and their delegates. Requiring simply one council member, or an acting Arbiter. An Arbiter, or council member, is required to take up at least five other members of the greater tribe uninvolved to help hear out the disputes. These individuals are temporarily known as "inquisitors." It is the inquisitors who determine the vote. With the arbiter, or councilor, as the voice of the law to ensure a fair hearing. When the arguments are given, the evidence presented, it is the inquisitors that will determine the verdict. However, the arbiter/councilor can choose to ignore the vote cast if there is reason to. If the verdict is ignored, the arbiter/councilor must seek the aid of the council at large and explain their reasoning as to why; or go to two other arbiters of a differing group. While this can often hinder the legal process, it ensures a fairness and a means to combat potential biasness or corruption. Though this approach is less seen due to this reason without good judgment.
It is for this reason of legal system that all members of the tribe are meant to work together. Seek fairness and compassion for each other at all times. In this way, each member of the tribe at large has a role to play and a reminder at the integral importance of being involved as a community.
Arbitor - Acting 'judge' of a specific councilor, if chosen. There may be up to 3 for any councilor; but only one for the Alpha(s).
Inquisitors - A temporary position given to five members of a hearing that are uninvolved. Typically chosen from different sects entirely, they give determination of guilt and counsel. For this reason, each citizen is integrated within the lives of everyone else in some way.
