6. Military Order
The Garrison holds the roads and walls. The Navy holds the ports and seas. The War Ministry speaks in matters of defense, siege, reprisal, campaign, and imperial security. Interfering with drills, checkpoints, soldiers, marines, supply lines, military arrests, warships, recruitment, or command is an offense against the Empire; but all serve the Throne and as such the Throne holds dominion over all.
7. Public Discipline
Dhurza permits pride, not disorder. Riots, panic, reckless spellwork, public brawls, blocked roads, disrupted trade, and conduct that weakens discipline may be answered by force, arrest, fine, or harsher judgment. Those who gather crowds in unruly protests, spread dangerous rumor, or turn private quarrels into public unrest may be treated as threats to order.
8. Threats, Harassment, and Coercion
Threats, stalking, intimidation, blackmail, repeated harassment, unlawful coercion, threats of sexual assault, and forced obedience outside recognized authority are crimes when they disturb imperial order or endanger those under Dhurza's protection. Rank may be considered, but rank does not excuse conduct that brings shame or instability upon the Empire. A lawful superior commands; a criminal merely coerces.
9. Modesty, Privacy, and Consent
Let none mistake Dhurza's strength for license to debase its order. Public nudity, public sexual conduct, vulgar sexual display, and intimate acts performed where they disturb imperial discipline may be punished as breaches of public order. Rape, sexual assault, forced sexual contact, forced sexual display, and intimate coercion are grave crimes before the Throne. No claim of rank, marriage, ownership, debt, captivity, punishment, faith, House privilege, or military station shall shield such acts when brought before imperial authority.
10. Bloodshed and Seizure
Assault, murder, kidnapping, unlawful confinement, attacks upon officers, and violence in protected imperial spaces are forbidden unless sanctioned by proper authority. Strength has its place in Dhurza, but uncontrolled violence belongs to enemies and fools. Blood spilled without purpose may be answered by blood, prison, exile, or sentence.
