In order to speak globally on any IC channel, religion channel, or guild channel, you must be wearing a telepathy device. These can be purchased in Dragondale and most cities, as well as provided in the newbie slingbag.
In regards to the use of IC tells, while this is a form of telepahty, it's not required to have a telepathy device codewise or IC-wise to send IC tells. Telepathy in this form is considered an inherent trait to all of Tirradyn's populace as it is a world steeped with magic.
