Noble houses of Dhurza

While Dhurza technically is an authoritarian government with an Emperor or Empress, the real power wielded by the government comes from Dhurza's 9 noble houses. The houses provide money and men to the empire, both financing everything done within the realm as well as supplying levies for the army of Dhurza. The capital city itself is supplied guards by the individual houses that protect their interests, rather than protect the city as a whole. To that end, justice is often delt out by the noble houses instead of the empire itself.
In order to keep the stability, part of an Emperor's or Empress' duty involves placating these noble houses, working directly with them to keep them happy. The houses tend not to often work altruistically with one another, as they are the major rivals of each other. Often squabbles between the houses are dealt with by the empire's justice while keeping each family from gathering too much power as well as not driving them to rebellion.
While this seems like more effort than it is worth from the outside, from the inside of the empire, most houses are kept in check through the system of honor. The men, skills, and gold provided by each family are invaluable to the empire. Also by allowing some amount of autonomy, noble houses can improve and expand the empire without the imperial court having to micro manage with bureaucracy

FAMILIES OF DHURZA

YELTAGON -
Motto: 'Wisdom and devotion'
Words: "The divine pave glory for Yeltagon"
Colors: White / Purple
A family steeped in Mystasism and divinity, Yeltagon prides itself in having many imperial clerics serve directly for the emperors. Often inserting themselves in anything to do with knowledge and history, they take a haughty stance when it comes to knowing the past, understanding scripts, having connections to ancient or dead languages. Often speaking of their founder's vast trove's of books and libraries, the house has a great pride for collection of knowledge.

VELTZAR -
Motto: 'Seek the Path to Victory'
Words: "Peace for the weak. Honor for the strong"
Colors: Green
Veltzar has a historied past of great generals and mighty warriors. They often push their boys to be officers, or at least heros. Their motto implies decisive action. They have a history of being connected to councilors of war and produce great weapon masters.

LOTHIAN -
Motto: 'Brotherhood, family, dynasty'
Words: "Soldiers among brothers. Captains among fathers. Generals among ancestors. Lothian blood breaks armies."
Colors: Blue / Gold
While most families are loyal, Lothian could say their duty to their family might be fanatically so. While they have their share of heros, councilors, magicians and the like, most of their rise to nobility can be taken as a great amount of individual sacrifice.

ARTURIAL -
Motto: 'Foundation in Preperation'
Words: "Glory and Honor to the ancestors; power and gold to their sons"
Colors: Red / White
Its storied that the Arturial house inherited a trove of treasure from their dragon ancestor, though it is accepted to be more of a myth than anything. While noble houses do have great amounts of money, Arturial is almost entirely built on their treasure. Known to have shrewd paternal leaders, the family often has connections to merchants and bankers, as well as a history of ministers of commerce.

DROGON -
Motto: 'No risk too great'
Words: "Passon for power; power of honor; honor in victory"
Colors: Red / Black
While other families provide levies to bolster Dhurza's troops, Drogon takes pride in pulling a larger chunk than any other family. Either because their lands are filled with more citizens, or they inspire or terrify more to join, Drogon sends many militia and soldiers to war. They also tend to hold this in great esteem, as more soldiers means more honor won in combat.

MAWGETHIAN -
Motto: 'Perserverance and patience'
Words: "Feed the Maw and the Maw will consume the world"
Colors: Orange / Green
Often considered a leech by the other families, Mawgethian somehow still is held in high esteem. While military and financial might is greater than non-noble families, Mawgethian doesn't offer as much as others. Their history is mostly secretive, and the Mawgethians that do hold positions are ones often of politicians of many walks of life, but are most commonly named as spy masters. Their skill in diplomacy and political prowess often makes others avoid engaging in hostilities. Because of this, their name is less heard in songs and more in histories of councilors.

RATZKAR -
Motto: 'Through Adversity Superiority'
Words: "Eliminate all weakness and what you have left is strength."
Colors Yellow / Blue
One of the smallest houses, Ratzkar is still well respected due to the quality of their people. While it might be cruel in non-draconian society, Ratzkar youth are worked and forced into professionals in whatever area the family needs. Because of that, specialists and masters of all walks of life. Master craftsmen, Weapon Masters, Scholars all come from Ratzkar.

STAVIOS -
Motto: 'Inspire Courage and Ferocity'
Words: "Dragon's blood burns hottest"
Colors Purple / Red
The only family that can trace their lineage back to their dragon ancestor and because of that are proud of their pure blood. Honorable and strong, Stavios are fiercely loyal to the code of honor and do not tolerate breaking it. As such, they are also one of the most devoted families to supporting the empire, though as everyone else, for their own benefit.

PENTURIAL -
Motto: 'To The Last Breath'
Words: "Unbreakable walls against the tide. Steel Unpierced. Shield Unbroken."
Color Black / Gold
Penturial pride themselves in defending the empire. Not just providing the majority of the Emperor's imperial guard, they also are proud of the walls that surround Dhurza, designed and constructed by the Penturial family. It is said that a Penturial shield is the greatest defense a Draconian can have.
