The cult of Sendak is viewed as a foreign intrusion into the land of Hikaru, opposed even by the elite warrior and other warrior groups who might be expected to turn to the temple. Even in times of peace the city of Sendak resembles a place under seige, the last refuge of that faith surrounded by infidels and the opposing followers or rival faiths.
The name of Kasimir is still loathed among the Oda peasantry, as well as some other areas that suffered most from their deeds during the civil war. Unlike the Akoki, the foreigners neither new nor cared for the Vapilas culture, nor did they have any connection to the population that they found. Their bloody deeds, whole families ands settlements suffering the cruelest indignities, are remembered to this day.
There is an informal alliance between the Empire and Kobold forces occupying Enhart. Both resisted, eventually brought down, the rule of Akoki Caligra. The Kobold army has since been busy trying to suppress the draconian resistance movement.
That force, the "Children of the Scale", has not interferred with the smooth running of the empire, so been tolerated although not approved. The draconian people are, if anything, even more proud and warlike than a warrior might be, almost impossible for another race to rule effectively. So the new Empress, like the old rulers of Hikaru, has let their conflict with the Kobolds continue without interferrence.
