SAY sends a message to all awake players in your room.
The single quote ' ' ' is a synonym for SAY. (lowercase version of ")
SAYTO sends a message to a particular person in the room with you, though it will allow all the awake players in the room to see it as well.
The > symbol connected with your sayto person's name will target that person as well.
SAYMOTE allows you to send a say or sayto message with an emote action included. You would do this by typing the emoted part between brackets.
Examples:

or
