1. Public Peace
No person shall create a public disturbance within Dragondale. Disturbing the peace includes, but is not limited to, shouting threats, provoking violence, repeated public arguments, intimidation, harassment, unwanted pursuit, public menacing, or conduct that disrupts trade, worship, travel, healing, council business, or ordinary civic life.
The Guard may order any person to cease such conduct, disperse, leave an area, or submit to questioning. Refusal may result in fine, arrest, removal, or banishment from the city.
2. Harassment and Intimidation
Harassment is forbidden within Dragondale. This includes repeated unwanted contact, stalking, following, cornering, public humiliation, coercive demands, threatening language, intimidation through servants or guards, and any conduct intended to make another person fear for their safety, property, livelihood, or freedom of movement.
A single act may be treated as harassment if it is severe enough. Continued conduct after being told to stop shall be treated as an aggravating offense.
3. Threats
Threats of violence, abduction, enslavement, torture, assassination, sexual assault, property destruction, retaliation, or political harm are forbidden within Dragondale.
A threat does not need to be carried out to be punished. Conditional threats, veiled threats, threats delivered through messengers, and threats made through guards, servants, animal pets, or agents may all be treated as threats by the person who directed or permitted them.
4. Violence and Combat
No combat, dueling, brawling, assault, or killing is permitted within the walls of Dragondale except in immediate self-defense, defense of the city, or at the lawful order of the Guard or Council.
Personal disputes, challenges, vendettas, honor contests, and religious or political quarrels must be taken outside the city or brought before the proper authority.
