10. Personal Guards and Retinues

Private guards, escorts, armed servants, and military retinues may be limited or forbidden within Dragondale at the discretion of the Council or Guard. Political leaders, nobles, priests, merchants, and other persons of note may request permission to travel with personal protection.

Such permission may be restricted, fined, suspended, or revoked if the protected party or their guards cause the very disturbance they claim to guard against.

11. Diplomatic Status and Immunity

The Council of Dragondale may, at any time, recognize political leaders, foreign dignitaries, ambassadors, envoys, noble representatives, religious delegates, or other persons as diplomatic guests of the city.

The Council may bestow diplomatic immunity as it sees fit. Such immunity may protect a diplomatic guest from ordinary arrest, search, seizure, or local prosecution while they remain under the city's protection.

Diplomatic immunity is a privilege of the Council, not a right. The Council may limit, suspend, or remove immunity at any time, for any reason it deems necessary to preserve Dragondale's peace, safety, neutrality, or political interests.

Diplomatic immunity does not grant permission to threaten the city, incite violence, shelter criminals, commit assault, practice coercive magic, abuse citizens, or endanger public order. A diplomat who abuses immunity may be expelled, confined under guard, declared unwelcome, or turned over to their own government with formal complaint.

12. Foreign Conflicts

Dragondale is not a battlefield for foreign wars, religious feuds, noble vendettas, guild conflicts, or imperial disputes. No person may use Dragondale's streets to recruit violence, stage retaliation, threaten foreign leaders, or drag outside conflicts into the city.

The Council may deny entry, restrict movement, or remove any person whose presence risks bringing war, reprisal, riot, or diplomatic crisis into Dragondale.

13. Obstruction of the Guard

No person shall interfere with the Guard, Council agents, healers responding to public harm, or lawful investigations. Refusing lawful orders, hiding suspects, destroying evidence, lying in formal testimony, aiding escape, or inciting others against the Guard may be punished as obstruction.
