5. Weapons
Weapons are to remain sheathed, lowered, or otherwise peace-bound within Dragondale unless a direct threat requires immediate defense or the Guard orders otherwise.
Brandishing a weapon, drawing steel to intimidate, or using a weapon as part of a threat shall be treated as a serious breach of the peace.
6. Magic and Supernatural Acts
No offensive, harmful, coercive, or unwanted magic may be cast upon another within Dragondale. This includes curses, charms, compulsions, bindings, summons used to threaten, intrusive scrying, forced transformations, hostile illusions, and any spell or power intended to control, harm, expose, shame, or intimidate another.
Beneficial magic should be offered with consent unless immediate aid is required to prevent death or serious harm.
7. Theft, Fraud, and Property
Theft, pickpocketing, fraud, extortion, unlawful seizure, destruction of property, tampering with shops, and refusal to pay lawful debts or fines are forbidden.
Property disputes may be brought before the Council or Guard. Taking matters into one's own hands within the city may itself be treated as a crime.
8. Privacy and Consent
No person shall force sexual contact, sexual display, intimate conduct, feeding, binding, ownership claim, magical compulsion, or bodily contact upon another within Dragondale.
Sexual acts and intimate conduct must be kept private and must be consensual. Public sexual conduct, public nudity, and public vulgarity may be punished as breaches of civic decency.
9. Slavery, Servitude, Animal Pets, and Owned Persons
Dragondale does not support slavery. The city will not actively free every enslaved person or owned being who enters its walls, but the Guard may intervene against public abuse, forced sexual conduct, unlawful violence, public humiliation, or conduct that threatens the peace of the city. If a person consents to their servitude, then paperwork is not needed. Otherwise, paperwork will be requested to verify legal ownership of an owned person.
Owners, handlers, binders, masters, and keepers are responsible for those they bring into Dragondale. If a slave, servant, animal pet, construct, summon, or guard breaks the law, the responsible party may be fined, arrested, expelled, or stripped of permission to bring such beings into the city.
