14. Punishments
Punishments may include warning, public order to disperse, fine, seizure of unlawful goods, removal from an area, arrest, confinement, restitution, revocation of permits, loss of diplomatic courtesy, temporary banishment, indefinite banishment, or referral to higher authority.
Severity shall depend on the act, intent, harm caused, prior record, refusal to comply, and the risk posed to Dragondale.
15. Charges and Complaints
Citizens and visitors may bring complaints to the Guard or Council. Reports should include who was involved, what occurred, where it occurred, when it occurred, and any witnesses or evidence available.
The Council of Dragondale and the Captain of the Guard may also bring charges directly when conduct threatens public peace, civic order, trade, diplomacy, or the safety of the city.

16. Final Authority
In all matters of law, order, diplomacy, punishment, permits, immunity, banishment, interpretation, and exception, the final decision rests with the Council of Dragondale.
The Council may clarify, amend, suspend, enforce, or make exception to these laws at any time as needed to preserve the peace, safety, neutrality, trade, and stability of Dragondale.
